2. Why can't I find new construction properties in Boulder City?

Boulder City, Nevada, famously has a Controlled Growth Management Plan. It's an ordinance that aims to keep the annual growth under 3%, and this has allowed the city to maintain its small-town charm while neighboring cities like Henderson and Las Vegas have seen a lot of development.

The Real Estate Growth Cap

The ordinance limits the number of new residential building permits that are issued each year, which is capped at 120.

The ordinance mostly targets and makes moving forward more difficult for developers building houses for sale, as well as new apartments, condominiums, and hotels. However, the process is simpler for those building a single home for themselves to live in, but their permit is still counted toward the city's annual limit.
